Phil Cox, a veteran campaign manager and political advisor, is the new executive director of the Republican Governors Association.
Prior to joining the RGA’s political team in 2010, he served as a top aide to Virginia Governor Bob McDonnell. As McDonnell’s 2009 campaign manager, he contributed significantly to McDonnell’s 18-point win over Democrat Creigh Deeds.
A Massachusetts native, Cox attended the University of Virginia for college and then launched his career as a political operative, overseeing a series of local and statewide races in Virginia. “Phil Cox has the talent and experience to continue the RGA’s growth as the most effective and impactful political committee in the country,” said RGA Chairman and Texas Governor Rick Perry in a press release announcing Cox’s move.

Following a triumphant 2010, in which Republicans captured governor’s mansions in eleven states while only surrendering five, Cox will oversee Republican efforts this year to hold governorships in Louisiana and Mississippi and capture them in Kentucky and West Virginia.

Alan Sexton has joined Global Strategy Group as executive vice president of communications.

He previously served as executive vice president and director of public affairs at Ogilvy Public Relations Worldwide. Sexton’s primary responsibilities will be to build the firm’s corporate communications practice and to help enhance its marketing and sales practices. Sexton will also oversee the positioning and evolution of the Global Strategy Group brand.
Sexton was honored by PR Week as one of its “40 under 40” in 2010 for his work with Ogilvy. There, Sexton managed the communications campaigns of several high-profile firms including American Express, Ford Motor Company, BP and DHL.
Prior to his tenure at Ogilvy, Sexton worked for several years on issue management and media relations with The Harbour Group in Washington, D.C. “We’re well known as a full-service firm in the public affairs and research arenas,” said Jonathan Silvan, CEO of Global Strategy Group in a press release. “To build on that success we’re investing in senior talent who can take our corporate communications offering to the next level. Simon Edelman, who served as creative director for Pat Quinn’s successful 2010 campaign for Illinois governor, has assumed the same role at Chicago-based Resolute Consulting.
Edelman is a film and television writer and producer with more than a decade’s worth of credits ranging from comedy specials to documentary features. As the creative director and cinematographer for Quinn’s campaign, Edelman produced a number of commercials and Web videos including a satirical Web video inspired by the television show Glee that went viral.
Gov. Quinn predicts that Edelman will make a “great contribution” to Resolute Consulting and its clients. “Simon’s creativity, talent and hard work added immeasurably to the effectiveness of my campaign,” Quinn said in a press release announcing Edelman’s new role.
In his new position, Edelman will be responsible for overseeing Resolute Consulting’s media directives and producing in-house video. He brings a wide range of experience producing content for organizations ranging from PBS to Comedy Central.

Naomi Kagan, an eleven-year veteran of the digital marketing industry, has joined Mixpo as senior vice president of client operations.
Mixpo is a Seattle-based dynamic video advertising provider that helps firms and candidates use interactive video to better reach their target audiences. The firm uses innovative, personalized technology to tailor a message directly to the individual consumer or voter.
Kagan comes to Mixpo from DoubleClick and Atlas Solutions, where she led national accounts management and services teams. Before entering the online advertising industry, Kagan oversaw partner management for a systems integrator startup and software implementation for several Fortune 500 companies.

“It is all about scaling up,” says Mixpo CEO Anupam Gupta. “Having someone like Naomi, who has led operations at agencies like DoubleClick and Atlas, is great. She will bring a level of expertise that we have not had.”

Bill Jarrell, an experienced Republican lobbyist, has joined The Madison Group as a partner.
Jarrell comes to The Madison Group from Washington Strategies, where he launched the government affairs business. Prior to that, Jarrell worked for four years as a lobbyist with Preston Gates. Jarrell has held positions with several prominent Republican members of Congress and served in the Interior Department under President George H.W. Bush.
The Madison Group is a lobbying firm that specializes in tax, technology, telecommunications, trade and transportation issues. Jarrell will be working on new business and client development and legislative issues.

“Bill brings a wealth of legislative knowledge and Hill connections to our clients,” says Robb Watters, managing partner of The Madison Group. “He is very close to many of the incoming committee chairmen and the Republican House and Senate leadership.”

Brian Jones has joined the Black Rock Group as a partner. He comes to Black Rock Group from Mercury Public Affairs, where he was managing director of the strategic communications practice.
Jones’s “background, knowledge, relationships and approach will help current and future clients achieve their goals,” Carl Forti, Black Rock Group president and CEO, said in a press release.
Jones has a long history of working on high-profile political campaigns. He was communications director for Sen. John McCain’s 2008 presidential bid and was a senior communications advisor on President Bush’s 2004 re-election campaign. Jones has also been communications director for the Republican National Committee.

Regan LaChapelle, formerly Senate Majority Leader Harry Reid’s deputy communications director, has left to become press director for the Millennium
Challenge Corporation.
While working for Reid, LaChapelle was responsible for overseeing the organization of events. She previously worked in the office of Sen. Jack Reed (D-RI).

The Millennium Challenge Corporation is an independent public affairs and foreign aid agency. Its mission is to optimize the delivery of U.S. humanitarian aid and foreign assistance.

Ogilvy Government Relations is augmenting its healthcare division with the addition of two new senior vice presidents: Michael Hogan and Steve Tilton.
Both Hogan and Tilton come to Ogilvy from healthcare and government affairs backgrounds. Hogan, former deputy chief of staff for Sen. Ben Nelson (D-NE), has also been a lobbyist for the Society of Thoracic Surgeons.
Tilton is former vice president for federal affairs at Pharmaceutical Research and Manufacturers of America. Tilton previously worked as associate vice president for the Advanced Medical Technology Association and as a health policy coordinator for the U.S. House Energy and Commerce Committee. “Ogilvy’s clients will benefit from
Hogan and Tilton’s unique insider’s perspective on the many issues confronting Congress and the administration,” says Ogilvy Government Relations CEO Drew Maloney. 

Matthew Murray, a former reporter for Roll Call, has joined Rational 360 as a senior staff member.

At Roll Call, Murray covered U.S. House and Senate elections as well as the 2008 presidential election and party conventions. Murray previously reported for Congressional Quarterly, USA Today and the Chronicle of Philanthropy. “Journalism’s loss is Rational 360’s gain,” Patrick Dorton, a partner at Rational 360, said in a press release announcing the move. “Matt Murray is a smart thinker with a fundamental understanding of how policy fights are won and lost in Washington.”
